Adobe Acrobat Sign for organisations in the UAE and Saudi Arabia: e-signatures, the law and licensing

Adobe Acrobat Sign is Adobe’s e-signature service. Organisations that buy Acrobat Standard, Pro or Studio for teams already have its core e-signature tools; Acrobat Sign Solutions is the quoted enterprise service for volume, controlled workflows, stronger signer checks, integrations and the API. This guide sets out the difference, summarises what UAE and Saudi law say about electronic signatures (a summary, not legal advice), lists what to compare before choosing any e-signature service, and explains how licensing works through PRO TECHnology, an authorised Adobe reseller in Dubai.

Key takeaways

  • Acrobat Standard, Pro and Studio for teams all collect e-signatures, track responses and keep audit trails, and Adobe says teams plans have no usage caps. Pro and Studio add web-form signatures, bulk requests, the option to require a password and security certification, branding, Braintree payments and the Microsoft and Box integrations Adobe calls advanced.
  • Acrobat Sign Solutions is quoted, not priced on adobe.com. CSV bulk sending of up to 1,000 agreements, the Custom Workflow Designer, account and group settings, the REST API, the Salesforce and Workday connectors and the advanced signer checks Adobe meters, such as SMS codes and government ID, sit there.
  • Under the UAE’s 2021 Decree-Law on electronic transactions, any type of electronic signature is allowed unless another law in force says otherwise, and none can be kept out of evidence merely for being electronic. Only the Qualified Electronic Signature is stated to equal a manual one. A summary, not legal advice.
  • Onshore UAE law lists no excluded documents. In the free zones, Adobe’s summary says DIFC and ADGM rules keep writing or traditional-signature requirements for powers of attorney and wills, and ADGM adds property sales, purchases and other dispositions, leases of more than ten years and documents to be notarised.
  • Adobe’s Saudi Arabia page says an electronic signature is binding there only when linked to a digital certificate from the National Information Centre or a provider licensed by the Digital Government Authority, and that civil-status transactions and real-estate deeds are generally excluded.
  • Adobe’s hosting page, dated 2 October 2026 and checked on 6 November 2026, maps Acrobat Sign to Oregon, Virginia, Amsterdam, Frankfurt, Mumbai, Singapore, Tokyo and Sydney: no UAE or Middle East location, the same position recorded on 22 September 2026.
  • PRO TECHnology, an authorised Adobe reseller in the UAE, quotes Acrobat for teams and Acrobat Sign Solutions and helps set up the Adobe Admin Console; users in Saudi Arabia need licences bought for that country.

What Adobe Acrobat Sign is, and why the name Adobe Sign still appears

Adobe Acrobat Sign is the cloud service Adobe offers for sending documents to be signed electronically, collecting the signatures, tracking who has acted and keeping the record. It comes in two forms: the e-signature tools inside Acrobat Standard, Acrobat Pro and Acrobat Studio, used from the desktop app, a browser or the mobile apps; and Acrobat Sign Solutions, the standalone service for organisations that need volume, administration and integrations the Acrobat plans do not carry.

Adobe Sign was its former name. In a blog post of 11 February 2022, Adobe announced that the brand would become Adobe Acrobat Sign and that standalone subscriptions would be renamed Acrobat Sign Solutions, with no change to product features. Some Adobe help pages still use the old name, so this page uses both.

Electronic signature or digital signature?

In Adobe’s terms, every signature collected through Acrobat Sign is an electronic signature: typed, drawn or uploaded, with the signer identified by email and any extra checks, and the event written to an audit report. A digital signature is the subset that uses a certificate-based Digital ID from a cloud trust service provider or from the signer’s own system. Adobe’s overview, updated 29 June 2026, says it is hard to forge because it carries encrypted information unique to the signer, shows whether the document changed after signing, and works on Acrobat Standard, Acrobat Pro and Acrobat Sign Solutions. The difference matters because UAE law ties its Qualified level to a certificate, and Saudi law, as Adobe summarises it, ties binding signatures to one.

Is Adobe Sign included in Acrobat Pro? What Acrobat Standard, Pro and Studio for teams can sign

Yes. Adobe’s own FAQ says Acrobat Pro includes a subset of Acrobat Sign Solutions features, and Adobe’s Acrobat for business plans page, checked on 6 November 2026, gives Acrobat Standard the core of it; all three teams plans tick the first group of e-sign rows: collect e-signatures and track responses, status notifications, links to PDFs for signing, records and audit trails, and fillable forms made from paper or Word files.

Only Pro and Studio tick the second group: signatures from anyone who completes a web form, a logo on agreements, payments through Braintree, the option to require a password and security certification, what Adobe calls advanced e-signature integrations with Microsoft and Box, and bulk requests. Studio includes everything in Pro. Acrobat Express for teams has no e-sign tools in Adobe’s business comparison. Adobe’s e-signature page says teams plans have no usage caps, and that signed documents can be stored in Adobe Document Cloud or in connected Box, Dropbox, Google Drive or Microsoft OneDrive accounts.

When Acrobat Sign Solutions is the right service: enterprise e-signatures, quoted rather than listed

Adobe’s business page offers Acrobat Sign Solutions through Contact sales, with no price. Adobe’s FAQ aims it at businesses that need system integration, advanced signer authentication, industry compliance certification and standard, automated workflows. An organisation usually moves up from Acrobat for teams when one of these becomes a daily need:

  • Volume. Send in Bulk with a CSV file creates up to 1,000 child agreements from one parent template, each with up to 100 recipients, per-recipient authentication and private messages, and merge fields for details such as an address (Adobe help, updated 11 August 2025).
  • Controlled workflows. The Custom Workflow Designer builds templates that preset participants, routing, documents, pre-filled fields and options such as expiry dates, with guardrails on what senders can change. Adobe lists it as not supported in Acrobat Standard or Pro.
  • Stronger signer checks. Adobe’s FAQ lists advanced signer authentication as a Sign Solutions feature, and its identity page, updated 11 September 2026, lists phone (SMS or voice), government ID and cloud-based digital signatures as premium, metered methods bought before use; knowledge-based questions are for the USA only. Adobe adds that Government ID checks are not intended for regulated or high-value workflows. Digital Identity verification uses a separately licensed federated identity provider.
  • Systems and automation. The Salesforce and Workday connectors Adobe names on the Acrobat Sign Solutions page, and the REST API covered below.
  • Compliance evidence. Adobe’s compliance list, dated 21 May 2026, records Acrobat Sign Solutions for enterprise against ISO 27001:2022, SOC 2 Type 2, PCI DSS 4.0, Germany’s C5 and Japan’s ISMAP, with HIPAA and FDA 21 CFR Part 11 readiness. No UAE or Saudi scheme appears, and Adobe says Standard and Pro e-signatures do not offer the same level of compliance.

Hypothetical example. A UAE insurer’s HR team sends about 40 offer letters a month from Acrobat Pro for teams, with email identification and the audit report. Its claims department sends around 3,000 settlement agreements a quarter, each needing an SMS code, a fixed signing order and a feed into the claims system.

HR stays on Acrobat Pro for teams; claims needs Acrobat Sign Solutions, with the metered SMS checks estimated in the scope. The figures are invented and describe no customer.

Is an electronic signature valid in the UAE? Federal Decree-Law No. 46 of 2021 in plain terms

Usually, yes, with conditions that rise with the level of signature. This section is a summary, not legal advice, and the Arabic text prevails over any translation. The Decree-Law on Electronic Transactions and Trust Services was issued on 20 September 2021, took effect on 2 January 2022 and is listed as active on the UAE Legislation portal, read on 6 November 2026. It repealed the earlier Federal Law No. 1 of 2006 (Article 53); its Executive Regulations are Cabinet Resolution No. 28 of 2023. Four provisions settle most business cases:

  • Choice of form. Nobody is obliged to deal electronically, though consent can be inferred from conduct (Article 28(1)), and any type of electronic signature or seal is allowed unless another law in force says otherwise (Article 28(2)).
  • Signature requirements. Where a law requires a signature, a means that identifies the person and shows their intention regarding the information meets it, if the means suits the purpose of the document or is proven adequate, alone or with other evidence (Article 8(1)).
  • Evidence. An electronic document, signature or transaction may not be refused as evidence in legal proceedings simply because it arrived in electronic form (Article 18(1)).
  • Public bodies. Government authorities have to accept e-signatures in their own electronic services, in the form and at whatever trust and security level TDRA specifies (Article 28(5)).

The three levels, and where Acrobat Sign sits

Level in the Decree-LawWhat the law requiresLegal effectNearest Acrobat Sign route
Electronic SignatureAny letters, symbols, numbers, sound, fingerprint or electronic processing system linked to the document that verifies who signed and their approval (Article 1)Not excluded as evidence for being electronic (Article 18(1)); can meet a signature requirement under Article 8(1)An ordinary Acrobat Sign e-signature with its audit report
Reliable Electronic SignatureLinked to the signatory and under their sole control, able to identify them, tied to the data so any change is detectable, and made to the Executive Regulations’ technical requirements (Article 19)Valid and legally effective once those conditions are met (Article 18(7))Possibly a certificate-based digital signature; your adviser decides
Qualified Electronic SignatureA Reliable signature created with a qualified signature device on a qualified authentication certificate (Articles 1 and 20)Equal in authenticity to a manual signature, with the same legal effect, if the conditions are met (Article 18(3))Needs a qualified certificate from a UAE trust service provider

Articles 1, 8, 18, 19, 20 and 28 as published in the English text on u.ae, read on 6 November 2026. A summary, not legal advice.

Adobe’s UAE page, updated 1 April 2025, calls the second level Qualified and the third Approved, so compare conditions, not labels. It adds that Federal Law No. 35 of 2022 on evidence gives electronic signatures meeting the Decree-Law’s standards the same evidential weight as handwritten ones, and that trust service providers need a TDRA licence.

Certificates from UAE providers

Adobe’s Approved Trust List, updated 22 October 2026 and applying to Acrobat Sign, names three UAE members: DigitalTrust, TDRA and Dubai Electronic Security Center, so their certificates are trusted when a signed PDF is checked in Acrobat. Adobe’s register of cloud signing services for Acrobat Sign, updated 14 October 2026, has no UAE or Saudi entry and no UAE PASS. Adobe’s other route to a digital signature in Acrobat Sign is to download the document and sign it in Acrobat, so confirm the method with your trust service provider and legal adviser before promising a Reliable or Qualified signature.

Which UAE documents may still need ink, a notary or a qualified signature?

Onshore, the Decree-Law names no excluded documents, and Adobe’s UAE page notes that the law’s update lifted earlier limits on when e-signatures could be used. Three doors stay open: the Cabinet may add, delete or exclude any transaction, document or procedure (Article 2(2)); other legislation may require a particular form (Article 28(2)); and the financial free zones have their own law. Our Adobe licensing guide found no exclusion in the English text of the Executive Regulations on 22 September 2026.

For the free zones, Adobe’s summary says the DIFC Electronic Transactions Law No. 2 of 2017 does not override DIFC rules that require writing or a traditional signature for powers of attorney, declarations of trust, wills, codicils and testamentary trusts, or affidavits used as evidence in DIFC Courts proceedings. The ADGM Electronic Transactions Regulations 2021 make similar carve-outs for powers of attorney and wills, and add the sale, purchase, lease for more than ten years or other disposition of immovable property, and any document to be notarised.

Before e-signing wills, powers of attorney, property transfers, or court or notarial papers, ask a UAE lawyer. This is a summary, not legal advice.

Electronic signatures in Saudi Arabia: what Adobe’s page and the Approved Trust List say

Adobe’s Saudi Arabia page, updated 1 April 2025 and read on 6 November 2026, is the source here. This is a summary, not legal advice, and Adobe’s disclaimer warns that its information may not be current.

  • Adobe cites the Electronic Transactions Law (Royal Decree No. M/8 of 26 March 2007, amended on 24 October 2023) and its Implementing Regulations of 13 March 2024.
  • Adobe says only certificate-based digital signatures, which the Kingdom calls electronic signatures, are treated as binding. Under Article 10.1 of the Implementing Regulations, as Adobe summarises it, the signature must be linked to a digital certificate from the National Information Centre or a certification services provider licensed by the Digital Government Authority, valid when the signature is made, with the signer’s identity data matching it.
  • Contracts cannot be denied enforceability merely because they were concluded electronically, and nobody can be required to sign electronically without explicit or implicit approval.
  • Government entities must consent explicitly to electronic dealings; Adobe recommends written confirmation first.
  • Civil-status transactions and real-estate deeds are generally excluded unless the competent entity permits electronic execution under controls agreed with the Digital Government Authority.

Adobe’s Approved Trust List includes one Saudi member, the NCDC, Saudi Arabia’s national digital certification centre, so its certificates are trusted in Acrobat; the cloud signing register for Acrobat Sign has no Saudi entry. For licences, ask us before ordering: VIP Marketplace licences are bought for the country where the users are based. Our Enterprise IT page for Saudi Arabia explains how Saudi enquiries reach our Dubai team, with local work delegated to PRONEXT, PRO TECHnology’s company in Riyadh.

What to compare when choosing an e-signature service for a UAE or Saudi organisation

Google Trends lists DocuSign among the rising searches related to Adobe Acrobat in the UAE (read 6 November 2026), a sign that buyers compare services. Here are the questions to put to each service, with Acrobat Sign’s answer where Adobe gives one.

  • Signature level. Which UAE level, or the Saudi certificate rule, each document type needs, and whether the service can apply a certificate your lawyers accept. Acrobat Sign supports digital signatures on Standard, Pro and Sign Solutions but lists no Gulf cloud provider.
  • Signer checks. Email, a one-time code by email, a password, an SMS or voice code, government ID or a federated identity provider: which are metered, and what happens after failed attempts. In Acrobat Sign the premium methods are metered, and configurable thresholds cancel an agreement after too many failures.
  • Evidence. What the audit report records and when it is final. Acrobat Sign issues an Interim Agreement Report while an agreement is in process and a Final Audit Report once it reaches a terminal status.
  • Data location and retention. Where agreements are stored, whether a Middle East region exists, and whether deletion can be scheduled.
  • Administration and integrations. Single sign-on, group settings, add-ins, CRM and HR connectors, whether the API needs an enterprise tier, and whether licences sit with your other Adobe products in the Adobe Admin Console.
  • Language. Adobe offers senders and signers 34 languages, but its page names only nine and does not say whether Arabic is one of them, so test with an Arabic-speaking recipient before relying on it.
  • In-person signing. Counters and clinics may need a signature captured on a pen display; see our guide to the Wacom DTH142E pen and touch display for signing at the counter.
  • Licensing model. Per-user plans with no usage cap, as in Acrobat for teams, or a quoted enterprise agreement, as in Acrobat Sign Solutions.

Integrations: Microsoft 365 add-ins, Salesforce and Workday connectors, and the API

Microsoft 365

Adobe Acrobat Sign for Microsoft 365 is one Microsoft AppSource listing that links three add-ins: for Microsoft Teams, for Microsoft Outlook, and for Microsoft Office, which covers Word and PowerPoint. Adobe’s help page, updated 2 June 2025, says a Microsoft administrator can deploy all three at once from the Microsoft 365 admin center (Settings, Integrated apps, Get apps) to the whole organisation, to chosen users and groups or only to themselves; other staff can add them from AppSource. The Teams add-in can now sign documents that need secondary authentication. Adobe’s integrations page adds sending and status checks inside Outlook, approving agreements in Teams, a Dynamics 365 add-in and connectors for PowerApps and Flow.

Deploying the add-ins is a job for your Microsoft 365 administrator; our part is Acrobat licensing and Admin Console set-up, as our Microsoft 365 and Acrobat guide sets out. That guide also covers Microsoft 365 eSignature, so decide which service owns which document type before rolling out both.

Salesforce, Workday and other business systems

Adobe names Microsoft 365, Salesforce and Workday as the integrations on the Acrobat Sign Solutions page, and our licensing guide lists more, such as ServiceNow. The Salesforce and Workday connectors come with Acrobat Sign Solutions, so a CRM or HR integration is itself a reason to quote it.

The Acrobat Sign API

Adobe’s API FAQ, updated 19 June 2026, reserves API access for enterprise and developer tier accounts, documents REST API version 6 with OAuth access tokens and webhooks, and notes that support for the old SOAP API ended in May 2021. Developers can register a developer account to build and test first, and the API can download a signed document with its audit report.

Where Acrobat Sign data is hosted, and what Adobe publishes about it

Adobe’s Document Cloud hosting page, dated 2 October 2026 and checked on 6 November 2026, is the statement to rely on. It says Document Cloud uses AWS and Microsoft Azure data centres across North America, Europe and Asia-Pacific, that a customer’s location depends on the solutions deployed and the customer’s settings, and that Acrobat Sign runs on AWS and Azure. Its Acrobat Sign map marks Oregon, Virginia, Amsterdam, Frankfurt, Mumbai, Singapore, Tokyo and Sydney, with nothing in the UAE, Saudi Arabia or the wider Middle East, matching what our licensing guide recorded on 22 September 2026.

The same page places the Adobe Admin Console in an AWS data centre in Virginia. A UAE or Saudi organisation should therefore treat signed agreements, audit reports and signer details as processed outside the region unless Adobe publishes otherwise, and apply its data-classification and cross-border rules before rollout.

Acrobat Sign Solutions adds data-governance settings that delete agreements a set time after they complete, are cancelled or expire; Adobe’s Send in Bulk page lists this as a Sign Solutions control. If your plan includes AI Assistant, its data handling is covered in our guide to controlling Adobe’s generative AI at work.

How much does Acrobat Sign cost? Why it is quoted, and how licensing works through a reseller

Adobe publishes UAE prices for the Acrobat Standard, Pro and Studio for teams plans on adobe.com/ae_en, and lists Acrobat Sign Solutions with Contact sales and no price. This page states no figures: plan prices change, and the enterprise service is quoted to each organisation.

Through a reseller, Acrobat for teams is bought under Adobe’s VIP Marketplace buying programme as an annual subscription, an extended term of up to three years, or a three-year commit from ten licences at a set price, as Adobe’s buying-programme page describes, and the reseller determines the member’s pricing. Licences are assigned in the Adobe Admin Console and can be added during the term; our Adobe licensing guide explains renewals, and our Creative Cloud for teams page covers the creative plans.

For Acrobat Sign Solutions, the quotation starts from the scope in step 1 below, plus the user groups, whether the API is in scope and what compliance evidence auditors will ask for. Adobe meters the premium checks, so estimated SMS, government ID or cloud-signature volumes belong in it too.

  1. Scope: document types, monthly volumes, signer checks, integrations, and whether users sit in the UAE or Saudi Arabia.
  2. Plan mapping: who needs Acrobat Standard, Pro or Studio for teams, and whether any process needs Acrobat Sign Solutions.
  3. Quotation and UAE tax invoice for the UAE entity, then the order, add-ons and renewals.
  4. Help setting up the Adobe Admin Console, and renewal tracking for your Anniversary Date.

PRO TECHnology is an authorised Adobe reseller in the UAE and appears in Adobe’s partner directory as a reseller based in Dubai. The signature level each document needs remains a decision for your legal adviser. To arrange a demonstration, use our book a demo page; for a quotation, contact our team.

Frequently asked questions

Is an electronic signature valid in the UAE?

Usually, yes. Under the UAE’s Decree-Law on Electronic Transactions and Trust Services (No. 46 of 2021), any type of electronic signature is allowed unless another law in force says otherwise, and none may be refused as evidence simply for being electronic. Where a law requires a signature, a means that identifies the person and shows their intention meets it if it suits the purpose or is proven adequate. Only the Qualified Electronic Signature is stated to equal a manual signature. Which level a document needs is for your legal adviser; this is a summary, not legal advice.

How much does Adobe Sign cost?

For many organisations the cost of e-signing is the Acrobat plan they already buy: Acrobat Standard, Pro and Studio for teams include e-signatures, Adobe publishes their UAE prices on adobe.com/ae_en, and Adobe says teams plans have no usage caps. Adobe also offers a free trial of Acrobat Pro and Studio for teams, for up to 10 licences. Acrobat Sign Solutions, the enterprise service, has no published price; Adobe lists it with Contact sales, and premium signer checks such as SMS codes or government ID are metered. We print no prices on this page; ask us for a quotation for your UAE entity.

Is Adobe Sign the same as Acrobat Sign?

Yes. Adobe Sign was the former name. In February 2022 Adobe announced that the Adobe Sign brand would become Adobe Acrobat Sign and that standalone subscriptions would be renamed Acrobat Sign Solutions, so Adobe Sign for Enterprise became Acrobat Sign Solutions for enterprise, with no change to product features. So Adobe Sign is still available, under the name Adobe Acrobat Sign. Some Adobe help pages still say Adobe Sign, but it is the same service.

Is Adobe Sign included in Acrobat Pro, or is it a separate purchase?

It is included. Adobe’s FAQ says Acrobat Pro contains part of the Acrobat Sign Solutions feature set: requesting signatures, tracking status, reminders, reusable signable templates and web forms. Acrobat Standard also collects e-signatures and keeps audit trails, but Adobe’s plans page does not tick web forms, bulk requests, the password and security certification option or the advanced Microsoft and Box integrations for it. What Acrobat Pro does not include is Acrobat Sign Solutions itself: CSV bulk sending, the Custom Workflow Designer, the API, the Salesforce and Workday connectors and metered signer checks.

Are there UAE documents that still need a handwritten or notarised signature?

Onshore, the Decree-Law lists none, and Adobe notes that its update lifted earlier limits, though the Cabinet may exclude transactions and other laws may require a particular form. In the free zones, Adobe’s summary says DIFC law keeps writing or traditional-signature rules for powers of attorney, declarations of trust, wills and court affidavits, and ADGM rules do the same for powers of attorney, wills, property sales and other dispositions, leases of more than ten years, and documents to be notarised. Take those, and court and notarial papers generally, to a UAE lawyer. This is a summary, not legal advice.

Can Acrobat Sign be used for contracts with Saudi counterparties?

Technically yes: Acrobat Sign sends to any email address. The legal question is separate. Adobe’s Saudi Arabia page says an electronic signature is binding there only when linked to a digital certificate from the National Information Centre or a provider licensed by the Digital Government Authority, that government entities must consent explicitly, and that civil-status transactions and real-estate deeds are generally excluded. A standard Acrobat Sign e-signature may therefore fall short of that requirement. Ask Saudi counsel which documents need a certificate-based signature. A summary, not legal advice.

Where is Acrobat Sign data stored, and is there a UAE option?

Adobe’s Document Cloud hosting page, dated 2 October 2026 and checked on 6 November 2026, says Acrobat Sign runs on AWS and Microsoft Azure, and its map marks Oregon, Virginia, Amsterdam, Frankfurt, Mumbai, Singapore, Tokyo and Sydney. It names no data centre in the UAE, Saudi Arabia or the wider Middle East, the same position our licensing guide recorded on 22 September 2026, and Adobe publishes no UAE residency option. Plan on agreements, audit reports and signer details being processed outside the region, and apply your cross-border rules first.

Does Acrobat Sign work inside Microsoft Word, Outlook and Teams?

Yes. Adobe Acrobat Sign for Microsoft 365 is a Microsoft AppSource listing that links three add-ins: for Teams, for Outlook, and for Office, which covers Word and PowerPoint. Adobe’s help page, updated 2 June 2025, says a Microsoft administrator deploys them from the Microsoft 365 admin center under Settings and Integrated apps, to the whole organisation or to selected users and groups, and that other staff can add them from AppSource. Adobe also lists a Dynamics 365 add-in. Check which Acrobat plan your senders hold before deploying.

What is the difference between an electronic signature and a digital signature in Acrobat Sign?

In Adobe’s terms, every signature collected through Acrobat Sign is an electronic signature, recorded in the audit report with the signer identified by email and any extra checks. A digital signature is the subset that uses a certificate-based Digital ID from a cloud trust service provider or the signer’s own system. Adobe’s overview, updated 29 June 2026, says it reveals any later change to the document and works on Acrobat Standard, Acrobat Pro and Acrobat Sign Solutions. The UAE’s Qualified level and the Saudi requirement both rest on certificates, so both point to the digital kind.

Can we send one agreement to hundreds of signers at once with Acrobat Sign?

Yes, within limits set by the plan. Send in Bulk creates a separate child agreement for each recipient from one parent template. Adobe’s help page, updated 11 August 2025, says Acrobat Standard and Acrobat Pro allow manual entry only, up to 50 child agreements with one external signer each. Acrobat Sign Solutions adds CSV upload for up to 1,000 child agreements, up to 100 recipients each, per-recipient authentication and messages, and merge fields that place names or addresses in each copy. Hundreds of signers at once usually means the enterprise service.
