Adobe Education Licensing in the UAE: How Schools, Colleges and Universities Buy Through an Authorised Adobe Reseller

What an authorised Adobe reseller does for a UAE school or university

Our Adobe Education Program page lists the products we supply for education and how to reach the team; this profile covers the licensing detail behind it. Adobe sells its School Site License and District License through the Value Incentive Plan (VIP) via what it calls an “Adobe Authorized Education Reseller”, and tells other institutions to call Adobe or contact an authorised reseller, so the reseller is usually the institution’s route into VIP. For a large institution Adobe also offers the Enterprise Term License Agreement (ETLA), a three-year institution-wide agreement. For PRO TECHnology the role has five parts. It checks eligibility before quoting, so that a school is not sold a licence type it cannot deploy. It works out which licence type fits each setting: named-user for the laptops that go home, shared device for the lab. It quotes and invoices locally, with a UAE tax invoice, through the institution’s own procurement process. It helps set up the Adobe Admin Console, the web tool where the institution’s administrators add, assign and reassign licences, with the institution’s identities and single sign-on. And it records the anniversary date, handles renewals, and adds licences mid-term when a new cohort arrives.

The account stays the institution’s. Adobe’s model makes the reseller an additional administrator at most, never the primary one, and an institution can change reseller by sharing its VIP number with the new reseller; the change is completed with a single-use change code valid for seven days. That matters when a school chooses a partner: the licences and the console belong to the school, whichever reseller quotes them.

Which Adobe licence does each classroom, computer lab and student laptop need?

Adobe Education has two licence types, and many institutions use both. A named-user licence is assigned to a person. It gives a student or teacher the desktop apps, the mobile and web versions, cloud storage and services, and it can be installed on their own device at home. Adobe describes it as ideal for bring-your-own-device schemes and says teachers and staff may work at home. The institution must approve BYOD use by students and must revoke access from staff who leave. A shared device licence is attached to a computer instead. Users the institution authorises sign in on that machine and use the Creative Cloud apps installed on it, which is why it fits computer labs, libraries and classrooms where many students use the same workstations; a student with a personal paid subscription can also sign in on such a machine.

Minimum orders: School Site License, District License and the Student License Pack

Adobe packages Creative Cloud for education differently for schools and for higher education, and the packaging sets the minimum order.

• School Site License, for primary and secondary schools: an accredited school or district office at a single address, with a minimum of 100 shared device licences or 500 named-user licences per site.
• District License: for what Adobe calls an accredited school legal entity, or district, that procures for several schools, with a minimum of 500 shared device or 2,500 named-user licences per legal entity; whether a UAE school group or education authority qualifies as such an entity is confirmed with Adobe before quoting.
• Higher education: named-user licences for faculty, staff and students with up to two deployments each, shared device licences for labs, and the Student License Pack for an institution buying 100 or more student licences.
• Adobe Express for Education: free for primary and secondary schools and districts, and included automatically for universities with Creative Cloud All Apps for Higher Education.

Adobe states that minimum purchase requirements may vary by region and that the Small District License exists only in North America. It lists its primary and secondary named-user licences for North America, Europe, Japan and “certain additional regions” without naming the UAE, so a UAE quotation begins by confirming which offer, minimum and availability apply to the institution. Adobe sells both school offers through VIP via what it calls an “Adobe Authorized Education Reseller”; PRO TECHnology, an authorised Adobe reseller and Adobe Education Partner, quotes these offers for UAE institutions.

Adobe Express for Education: the free starting point for primary and secondary schools

Adobe Express for Education is a free offer for primary and secondary schools and districts: graphics, photos, presentations, webpages and videos, with classrooms and assignments for teachers. An IT administrator sets it up for the whole school through Adobe’s onboarding wizard, which requires a Microsoft 365 Global Admin account or a Google Workspace for Education Super Admin account and which Adobe says gives access to all users in minutes. Colleges and universities with Creative Cloud All Apps for Higher Education receive Adobe Express for Education automatically.

For many UAE schools the sensible sequence is Express first, then Creative Cloud for the subjects that need Photoshop, Illustrator, Premiere Pro or InDesign: design and media courses, yearbooks, school communications and the older year groups. The paid primary and secondary named-user licence includes Adobe Express and Acrobat Pro alongside the Creative Cloud apps. One detail from Adobe’s documentation matters at that point. A school that started with Adobe Express for K-12, the name Adobe’s licensing documentation uses for the same free offer, needs a reseller change before a reseller can add paid Creative Cloud licences to its account. That documented step, using the school’s VIP number and a single-use change code, is completed as part of the first order.

Identity, single sign-on and the Admin Console before the first licence is assigned

Primary and secondary schools may not deploy Adobe products with personal Adobe IDs. Every user, including those on shared device licences, needs a Federated ID or an Enterprise ID provisioned by the school. A Federated ID signs the user in through the school’s own identity provider (single sign-on); an Enterprise ID is an account the school creates and controls; neither is a personal Adobe ID, and the identity table in our Adobe licensing guide sets out the three types. All primary and secondary licences are enterprise licences that support single sign-on. In practice the Admin Console is connected to the school’s Microsoft 365 or Google Workspace directory before anyone is assigned a licence, and licences are then assigned individually, by group, by URL request or by a login rule. Higher-education licences can be teams or enterprise; only enterprise licences support Federated and Enterprise directories and single sign-on, which is why we ask a university about its identity setup before quoting the licence type. Before the first licence is assigned, four things are settled with the institution:

• Which directory the institution uses (Microsoft Entra ID, Google Workspace for Education or another identity provider) and who administers it.
• How students and staff are created and removed: from the directory, by group membership, or by a rule when they first sign in.
• Which computers are shared, so the shared device licence package can be built into the lab’s standard installation.
• Who the primary administrator will be. It is always someone at the institution; the reseller is at most an additional administrator.

Eligibility in the UAE: who qualifies for Adobe education licences

Adobe’s education licensing is for accredited institutions and their staff and students, and eligibility follows the rules Adobe publishes for its EMEA region (Europe, the Middle East and Africa). Accredited primary and secondary schools, colleges and universities qualify; non-accredited training centres do not, and buy commercial licences instead. Qualified non-profit organisations can also buy through VIP at Adobe’s education price list; whether an organisation qualifies is confirmed case by case before quoting. Before an order we ask for evidence that the institution is accredited: for a school, the licence issued by the emirate’s education regulator, such as KHDA in Dubai or ADEK in Abu Dhabi, or by the Ministry of Education; for a college or university, its institutional licence or accreditation. Adobe’s eligibility rules are then settled before the quotation, not after the purchase order.

How long an Adobe education subscription runs: VIP Marketplace terms and the ETLA

VIP Marketplace is Adobe’s standard buying programme for institutions. Adobe describes it as having ascending discount levels as licence counts grow and a term of one year, 18 months or up to four years, with the option to pay up front for the full term. It includes work-at-home rights for educators, BYOD support for students, and the Admin Console to add, remove and reassign licences. Adobe sets the subscription’s anniversary date twelve months after it accepts the first order, so an order placed at the start of the academic year renews at the same point every year, and licences added for a September intake run to that same date. A large institution can instead take an ETLA: a three-year agreement with a set annual payment date, licensed across the institution by full-time-equivalent count, with customised terms.

Adobe also lets primary and secondary schools buy higher-education licences of Acrobat Pro, Acrobat AI Assistant, Acrobat Sign and individual Creative Cloud apps, which is how a school office adds PDF and e-signature tools without a separate supplier. More than twenty years with Adobe: 2004 to today

• Who needs what: the number of teachers and staff, the number of students who need their own licence, and the number of shared computers in labs, libraries and classrooms.
• The institution’s licence or accreditation, and whether you are a single school, a school group buying for several sites, or a higher-education institution, so that we can confirm the offer, the minimum and availability with Adobe and check eligibility against Adobe’s rules.
• Your identity setup: Microsoft 365, Google Workspace for Education or another directory, and whether single sign-on is already in place.
• The term you prefer. You then receive a formal quotation, and on order a UAE tax invoice; the Admin Console is set up with the institution’s own administrators, licences are assigned, and the anniversary date is recorded for renewal.
